Put the jacket on him on dry land first, 10–15 minutes. Let him walk around, give him a treat, let him forget he's wearing it. Skip this step and the first water session turns into a fight.
Then start in shallow water where he can still touch the bottom, and stay next to him. Most dogs relax within two or three minutes once they feel the jacket holding them up.
Straps should be snug, never tight — you want to slide two fingers underneath. Check them again once he's been in the water, the fabric gives a little when wet.
